1.Brief

At 10:15 a.m., a school aide reports hearing a teacher tell a student, “Nobody wants you in this class. You ruin everything.” The aide saw the student crying afterward. A caregiver calls asking that the teacher be fired immediately. You have not determined the full context. No physical contact or protected-characteristic slur is reported in the initial facts. The teacher says the statement has been misquoted. A colleague suggests treating it as a classroom-environment issue and resolving it through coaching. These facts present an allegation requiring the proper reporting pathway, not an established finding.

Known facts

  • A school aide reports hearing the statement at 10:15 a.m. and saw the student crying.
  • The caregiver has called demanding immediate firing.
  • The accused employee says the statement was misquoted.
  • No physical contact or protected-characteristic slur is reported in the initial facts.

Unknowns

  • The full context of the statement.
  • Whether other students or adults heard it.
  • What OSI will direct after the report.

Constraints

  • Report allegations to OSI immediately and within one school day; no further investigation pending OSI instructions [S4].
  • Do not delay reporting for union consultation or informal credibility testing [S4].
  • Use fictional information only. No real witness statements, reports or disciplinary letters.
Case variant

Accused employee is a UFT-represented teacher. Teacher-specific UFT representation applies to the accused.

Applicable rules and limits

Limited summaries of official sources checked 2026-10-16. Reviewed by an authorized NYCPS labor-relations reviewer and an instructional leader (founder-reported). All agreements confirmed current for 2026–27 (founder-reported).

  • A-421 (issued June 20, 2025): principal/designee reports allegations to OSI immediately and within one school day; after reporting and obtaining reporting-staff statements, no further investigation pending OSI instructions. An authorized school-based investigation requires the 48-hour written employee notice and union-representation process; waivers require prescribed signed documentation. Allegations against the principal go directly to OSI (IV, VI).[S4]
  • Do not delay reporting for union consultation. Do not use an emergency label or “informal chat” to bypass interview protections.[S4]
  • Teacher representation is UFT; the aide's is DC 37 Local 372; the principal's is CSA. They are not interchangeable. Do not promise every witness automatic representation under the accused-employee rule; if a witness interview shifts toward that witness's possible discipline, verify rights first.[S4][S5]
  • A-820 governs student information. Use the authorized disclosure process, including A-421's witness-statement procedures; privacy is not a blanket reason to deny required employee access.[S3][S4]
  • Local 372 guidance describes representation on request in an investigatory interview reasonably believed to lead to discipline. It is not the sole legal authority for every NYC public employee.[S5]
  • If new facts involve physical punishment, discrimination or suspected crime, identify the additional route: check A-420 for physical force and the A-830 route identified in A-421 for protected-characteristic allegations.[S4][S10]

Time-limited provisions — current-year status

  • If the principal becomes the subject of the allegation, the direct-to-OSI route applies; the principal must not investigate their own allegation.[S4]

2.First unaided response

Decision checkpoint · Immediate action

The facilitator key appears after you submit your first independent response (generate the debrief).

Choose an immediate action at the decision checkpoint, then explain what you do in the next hour and the next school day: student support, reporting, documentation, and what you say to the aide, caregiver and accused employee.

0/6000 · Write before viewing any guidance.

3.Stakeholder dialogue rehearsal

Scripted fictional stakeholder — not AI. One stakeholder at a time, 1 turns.

DC 37 Local 372 school aide (fictional)

School aide (reporter)

I don't want trouble. Can you promise the teacher will never know I reported it?

4.Decision path

Illustrative, fictional consequences for discussion — not predictions. Explore more than one path.

10:20 a.m. The aide's report is in front of you and the caregiver is on hold. What is your immediate action?

Tension: Wanting certainty before acting vs. reporting an allegation that is not yet a finding.

5.H.U.M.A.N. reflections

How will you support the student and caregiver, avoid prejudgment, and guard against retaliation?

General lens: Whose account have you not yet heard, and how will you make it safe for them to disagree with you?

What is reported, what is unknown, what must be documented, and what can you not decide yet?

General lens: What information or tool output are you relying on? How did you check its source and limits, and who owns the final judgment?

How will you support reporting staff and maintain safe operations within your authority?

General lens: Whose capability is visible here — and whose might be overlooked? What opportunity or development follows?

What process will you verify before any authorized employee interview?

General lens: What routine, timeline or coaching support would make your plan workable in a real week?

What can you communicate now, to whom, and what follow-up can you responsibly promise?

General lens: What is changing for the people involved? How will they give input, and when would you adjust course?

Instructional connection (NYC-selected component references)[S1]

A respectful classroom climate connects conceptually to 2a and behavior management to 2d. These concepts can inform later professional learning. They cannot decide whether verbal abuse occurred, replace required reporting, or determine discipline.

6.Work-design exercise

AI may help practice organizing fictional information, but must not make findings, conduct an investigation, or auto-file a report.

Task 1: Organize a fictional procedural checklist
Task 2: Make/report the allegation through authorized channels
Task 3: Determine credibility and any authorized next steps

Using AI is not required. If no AI is involved, say so under AI contribution.

How will a person check accuracy, translation, accessibility or fairness?

Estimated minutes per occurrence

Total with all steps: 0 min

Estimates only. Generation time alone is not a productivity gain; review, correction and follow-up count too.

7.Developmental debrief

Generates a guided, keyword-based pattern check of your first response. It is not AI and does not judge capability. Your original response will be locked.
